These are the union commitments passed during the 2024 SEIU Local 2 convention which will guide the union through 2028.

Resolution #1
Migrant Worker Justice

WHEREAS

SEIU Local 2 is a union that organizes and unites all workers regardless of immigration status.

WHEREAS

a United Nations report has described Canada’s Temporary ForeignWorker Program as “a breeding ground for contemporary forms of slavery”;

WHEREAS

employers use these programs to create a pool of vulnerable workers, divide workers and attack employment standards;

WHEREAS

the interests of all workers are advanced by extending full and permanent immigration status to all.

The Union will develop bargaining proposals and legal expertise to better advocate on behalf of migrant workers.

The Union will partner with community organizations working on the issue of migrant worker justice.

The Union will educate its membership on the importance of migrant worker justice.

The Union will support legislative initiatives to advance the rights of migrant workers.

Resolution #2
Digital Hiring Hall (Janitorial)

WHEREAS

employers regularly leave short term vacancies unfilled or staff them using non-union subcontractors, and;

WHEREAS

this practice increases workload and denies union workers access to additional work opportunities and;

WHEREAS

workers would benefit from industry-wide recall rights and job posting opportunities, and;

WHEREAS

these issues could be addressed through the implementation of a union-hiring hall that operates on sector-wide seniority;

The Union will develop the software for a Digital Hiring Hall.

The Union will pursue the implementation of the Digital Hiring Hall in the janitorial sector as a pilot project.

Following an assessment of the Digital Hiring Hall in the janitorial sector the union will explore the expansion of the project to other sectors.

Resolution #3
Committee on the Future

WHEREAS

a union is effectively a fighting organization and as such must balance the democratic participation of rank-and-file members in decision making with the ability to act in a highly centralized and coordinated manner;

WHEREAS

the national day of action in support of the Pete’s workers gave us a glimpse of the potential we have as a national organization to coordinate pressure on employers;

WHEREAS

the union’s growth into new provinces and sectors expands the opportunities for coordinated action;

WHEREAS

this growth requires we assess our current governance structures to ensure we balance the need for coordinated action with democratic worker representation;

The President of the Union will convene a new “Committee on the Future” with a mandate to make recommendations on changes to our governance structure that ensure the union continues to be an effective democratic organization

The Committee will be comprised of the senior officers and Executive Board member from a sector-based branch local, a geographic-based branch local and a workplace-based branch local.

The Committee will consult with staff, members and leaders from other labour and community organizations as needed and will present its recommendation on or before the fall of 2028.
